This project is located in Jeminay County, with its main line starting point K0+000 in the south of Jeminay County and connected with Line S229 at K250+990. The line runs from the southeast to the northwest, passing through Kaerkete Village, Weidong Ridge, Jeminay Town and the border inspection post, and ends at the intersection between Regiment 186 Shubian Road and Kete Road, facing the Chinese border. The line is 25.646 km long. The starting point of the connecting line is located at the intersection of Tuanjie Road, Jeminay County and connected with the main line at ZK6+087.19. The line is 2.245 km long. The additional length of the Regiment 186 relocated line is 1.448 km. The project is 29.338 km long in total.

The second grade highway standard is adopted for the main line K0+000-K5+900 (a transit section) as well as the K1+320-K2+245.41 connecting line (an urban road). The left line, starting as a separate subgrade span left of K5+900, is designed as a new first grade highway and merges with the right line into an integral subgrade at ZK24+984.67. The right line, which will mostly consist of a separate subgrade span using the existing road, is designed as a second grade highway and will connect with Regiment 186 Junken Road at YK25+665.41.

This project is the only land access to Jeminay Port (one of Xinjiang’s four major land border ports), and a component of the Xinjiang's “57712” traffic and transport development planning project, announced during the 1^2th Five-year Plan. This project is an integral part of China’s efforts to build the China-Kazakhstan-Russia Corridor, accelerate the Jeminay Port construction, expand foreign trade, and promote the 8 westward international corridors of the “57712” Project. The construction of this project will accelerate social and economic development in minority areas along the line, and contribute to the realization of common prosperity among all ethnic groups, to the improvement of the project area's road network and to meeting the urgent need to expedite the development of the transport industry in Xinjiang. Therefore, this project has received great attention from government at all levels, and leaders and people of all ethnic groups ever since its construction was proposed.
